[事业单位]东海县2018年公开招聘事业单位工作人员公告

为更好地选拔优秀适岗人才，优化事业单位人员结构，根据《连云港市事业单位公开招聘人员办法》有关规定，经县政府同意，东海县部分事业单位面向社会公开招聘工作人员20名，现将有关事项公告如下：
一、招聘岗位
详见《东海县2018年公开招聘事业单位工作人员岗位表》（附件1，以下简称《岗位表》）。
二、资格条件
（一）具有中华人民共和国国籍，享有公民的政治权利；坚持四项基本原则，拥护中国共产党的路线、方针、政策。
（二）遵纪守法，品行端正，团结同志，廉洁奉公。
（三）适应岗位要求的身体条件。
（四）年龄在35周岁以下（1982年6月1日以后出生），其中A03岗位具有与招聘专业相关的中级及以上专业技术资格（职称）的人员年龄可放宽至40周岁以下（1977年6月1日以后出生）。
（五）具备《岗位表》中岗位要求的资格条件。其中，“专业”条件按《江苏省2018年考试录用公务员专业参考目录》（附件2）设置。
（六）具有国（境）外学历学位的应聘人员须提供教育部留学服务中心出具的国（境）外学历学位认证材料。
（七）有下列情形之一的，不得应聘：
（1）现役军人或普通高校在读非应届毕业生；
（2）事业单位负责人员的秘书岗位或者人事、财务、审计、纪检岗位招聘人员，应聘人员与事业单位负责人员有夫妻关系、直系血亲关系、三代以内旁系血亲关系或者近姻亲关系的，以及应聘人员与现有在岗人员存在上述关系，到岗后又有直接上下级领导关系的；
（3）尚未解除纪律处分或者正在接受纪律审查的人员、刑事处罚期限未满或者涉嫌违法犯罪正在接受调查的人员；
（4）有政策规定或协议明确2018年8月31日前不得解聘、离开现工作单位（岗位）的人员，或国家和省另有规定不得应聘到事业单位有关岗位的人员。
三、报名事项
报名及资格审核由东海县人力资源和社会保障局负责。
（一）报名时间
2018年　6月13日—　6月15日（上午9:00－11：30，下午3:00－5:30）。
（二）报名方式
采用现场报名的方式，每人限报一个岗位。
报名地点：东海县人事考试管理办公室（晶都大道北侧，人力资源市场二楼）。

（三）报名材料
请应聘人员真实、准确、完整地提交以下材料原件及复印件：
1.《东海县2018年公开招聘事业单位工作人员报名表》（附件3，先在电脑上填写基本应聘信息，然后打印，应聘人员诚信承诺书需手签）粘贴近期同底版1吋免冠照片1张。
2.本人身份证（应聘人员须使用在有效期内的第二代居民身份证进行报名，报名与考试使用的身份证必须一致）。
3.学历、学位证书（2018届毕业生提供双向选择就业推荐表），国（境）外留学人员须提供经教育部留学服务中心认证的国（境）外学历学位认证材料。
4.岗位所需的其他资格证书。
5.代为报名的，须持应聘人员授权委托书，同时提供被委托人的身份证原件及复印件。
（四）报名费
本次公开招聘收取笔试费100元/人，对进入面试的应聘人员收取面试费100元/人(苏价费函〔2007〕146号)。享受最低生活保障金的城镇家庭应聘人员和农村绝对贫困家庭应聘人员，免收考试报名费。报名时，享受最低生活保障金的城镇家庭应聘人员，提供其家庭所在地的县、区民政部门出具的享受最低生活保障的证明和低保证（原件及复印件）；农村绝对贫困家庭应聘人员提供其家庭所在地的县、区扶贫工作部门出具的特困证明和特困家庭基本情况档案卡（原件及复印件）。
（五）开考比例
各岗位的开考比例均为3:1，如未达到开考比例，将核减或取消该招聘岗位。应聘岗位被取消的人员可在规定时间内改报其他符合条件的岗位。对少数未达到开考比例的紧缺、急需岗位，经市公开招聘综合管理部门核准后，可适当降低开考比例，相关信息将在东海政府网“新闻频道”栏目公布。
四、考试
（一）考试方式
考试采取笔试和面试相结合的方式进行（其中：岗位代码A01、A02岗位招聘的高层次人才，采取直接面试的方式择优聘用），由东海县人力资源和社会保障局统一组织实施。
（二）笔试
1.笔试科目：综合知识与能力素质，考试不指定辅导用书。
2.采取闭卷答题形式进行，笔试满分100分，成绩合格线为50分。
3.本次笔试为全程封闭考试，考试期间考生不得提前交卷、退场。
4.应聘人员凭报名时的收费凭证、领取准考证凭条和本人身份证于2018年6月22日（上午：9:00～11:30，下午：3:00～5:30）到东海县人事考试管理办公室领取准考证（未及时领取准考证的考生视为主动放弃参加笔试资格）。
5.笔试时间和地点详见准考证。
6.笔试成绩将于笔试结束后5个工作日内在东海政府网“新闻频道”栏目公布。
（三）资格复审
笔试结束后，在笔试合格人员中，根据笔试成绩从高分到低分的顺序和各招聘岗位拟聘用的人数，按3:1的比例确定资格复审人选。请进入资格复审范围内的应聘人员，以及其他排名较前的人员，在成绩公布后保持报名时填报的联系方式畅通，以便招聘单位通知资格复审或递补，联系不到者视为自动放弃。
复审合格人员进入面试，资格复审不合格的，取消面试资格，并在应聘同一岗位的笔试合格人员中，按笔试成绩从高分到低分依次递补。被取消面试资格的人员如对资格复审有异议，可在收到通知后3个工作日内向负责资格复审的部门陈述申辩。通过资格复审进入面试的人员名单将在东海政府网“新闻频道”栏目公布。
（四）面试
1.面试形式和内容
面试采用结构化面试或结构化分组面试等形式进行，主要内容：考察应聘人员的综合知识、业务能力、沟通能力、语言表达能力、仪容仪表等。
2.面试成绩
面试总分为100分，面试成绩由现场工作人员通知应聘人员。面试没有形成竞争的岗位，面试合格分数线为60分；面试已经形成竞争的岗位，面试合格分数线为50分。
3.面试时间和地点：见面试通知书。
（五）总成绩计算及公布
A01、A02岗位的总成绩＝面试成绩×100%。
A03-A19岗位的总成绩＝笔试成绩×50%+面试成绩×50%。
采用百分制计算总成绩，按四舍五入法保留两位小数。
面试成绩、总成绩及排名，在面试结束后5个工作日内在东海政府网公布。
五、体检和考察
考试结束后，在面试合格人员中，根据总成绩从高分到低分的顺序，按照招聘岗位拟招聘人数，按1:1的比例确定参加体检人员。
体检由东海县人力资源和社会保障局统一组织，体检标准参照《国家公务员录用体检通用标准（试行）》执行。入围人员不按规定的时间、地点参加体检，视作放弃体检资格。对体检合格人员由东海县人力资源和社会保障局会同主管部门按照《连云港市事业单位公开招聘人员考察实施办法（试行）》规定组织实施考察。
六、公示
根据考试总成绩、体检和考察结果，确定拟聘用人员名单。拟聘用人员名单将在连云港市人力资源和社会保障网、东海政府网上公示7个工作日。公示内容包括招聘单位、岗位名称、拟聘用人员姓名、现工作或学习单位、招聘考试的各项成绩、总成绩、排名等。
因体检、考察不合格或公示有异议影响聘用等原因出现招聘岗位空缺时，由招聘单位提出是否递补的意见，报东海县人力资源和社会保障局备案。如递补，在该岗位的面试合格人员中，按总成绩从高分到低分依次递补。
七、聘用
经公示无异议的人员，由招聘单位按规定为其办理有关聘用手续，与其签订聘用合同，并约定试用期。聘用审批后不再进行递补。试用期满考核合格，予以定职定级。考核不合格者，取消聘用资格，终止聘用关系。
八、其它事项
（一）应聘人员应对自己所提供资料的真实性负责，诚实应聘。对伪造或涂改证件、证明，或以其它不正当手段获取应聘资格的，将取消应聘资格。对已聘人员，一经查实，即予解除聘用合同。
（二）经招聘程序聘用的人员纳入事业编制管理，享受东海县事业单位工作人员待遇。
（三）应聘人员务必要保持报名时预留的通讯工具畅通，以便于招聘单位联系。若出现由于应聘人员本人原因导致错过考试等情况，由应聘人员本人承担全部责任。
（四）聘用人员必须在规定的时间内报到，不能按时报到的，不保留聘用资格。
（五）应聘人员须于2018年8月31日前取得相应证书，逾期不能取得的，取消聘用资格。
九、纪律、监督
为严肃考风考纪，杜绝不正之风，本次招聘全过程由东海县纪检监察部门全程监督。
